The purpose of this application is to assist policymakers in building a shared vision for the region. The development of a vision is an integral part of RIS3. A vision outlines:

In effect, it acts as a guideline for future decisions and policies in the region. Yet, a vision statement should not just be a bland statement that is light-mindedly and solely formed by the regional authorities and hidden somewhere in formal documents. Instead, the vision should be shared. It should be built by engaging regional stakeholders, such as companies, citizens, educational institutions, NGOs, etc., in the entrepreneurial discovery process, where they discover and produce information about potential new activities and identify opportunities that emerge from this interaction, while policymakers assess the outcomes and ways to facilitate the realisation of this potential. By allowing stakeholders to take part in forming the vision, they feel ownership for it and are likelier to accept and follow it.

In addition to the engagement, the formed vision should be communicated widely back to the stakeholders so that they are aware of it and give feedback on it. The vision should not be static but rather be adjusted over time as conditions in the regions and in its surroundings change. Therefore, it is important to keep stakeholders informed on RIS3 and the vision and to keep them engaged in the process. Overall, the interaction with stakeholders can be summarised as follows:
