Diagrams are always useful but it would be good to, e.g. differentiate between on-going activities, drivers and the relationships between these, relative priorities etc.

The strategic plan seems fine in general (although perhaps focussing too much on the situation in England) but circumstances have changed (in England) with the withdrawal of NE support, the replacement of the NBN Gateway with the Atlas system and the push from certain quarters for Open Data (whatever the cost). And then there are changes with the governance of the NBN, the push to replace Recorder 6 (with a currently non-existent online database system).
